Libya: Why no reaction of Western powers?

I protest against lack of any efficient action against the strongest tyranny at EU doorstep. I think that it is a shame, for us, democrats and republicans, if so close to EU such a tragedy is happening, as the abovementioned fight. The rebels against the dictator are unorganised people, "running to and fro", as one media reported. They have turned against what is clear to us as a tyranny, that currently turned into a North-Korea work-camp/ prison. For Libyan people it got worser.
What are the world leaders waiting for? War? There is already a war going on. Are they waiting for Mr. Gaddafi to recapture the whole Libya? Has he bribed with his petrol and money (allegedly he controlls over USD 160 billion in cash?)?  This region was one, in the ancient times, a powerful, intellectual and free place. After 2 thousand years people have less freedoms that in the times of ancient Cyrenaica and its Pentapolis.   We in Warsaw have had Warsaw Uprising. A powerful effort to fight for freedom. West turned its face away from us. We sunk in "much worser times" for half a century. And Europe had an enemy to its freedoms much closer than it has currently.   Now, in Libya, people took their fates into their hands. Why are the world leaders not helping? Why are their actions efforts up-to-now so unsuccessful?
